I'm not sure if they do this for all of the rides... I know at least for the most popular rides they do. They will hand a random Disneyland quest a card that the person will hold onto while waiting in line, and then when they get to the end, they hand it to the cast member.
I got this card right as I entered the line for Star Tours. I don't know how long they have been doing this. I noticed the cards on the other rides after I had the card. For some reason I've never noticed.
